A VP of Talent Acquisition at a 900-person fintech reviews the debrief notes from a Director-level panel interview. Four interviewers, five hours of candidate time, six pages of evaluation comments. On paper it looks like rigor. Then she reads more carefully. The first comment of the debrief is from the hiring manager, who marked the candidate a strong no on "executive presence." The three notes that follow each open by acknowledging that point. Two start hedging on areas where their own scored evaluations were positive. By the end of the document, the panel reads as unanimous. A week earlier, on the standalone scorecards, it was not.

This is what most panel interviews actually produce. Not a deeper read on the candidate. A faster path to whatever the most senior person in the room thought after the first ten minutes.

Panel interviews became the default for a defensible reason. A single interviewer's judgment is noisy, idiosyncratic, and known to be a weak predictor of performance. Adding interviewers ought to dampen that noise the same way averaging across raters dampens noise anywhere else. The empirical record on selection method validity bears out the broader principle: structured interviews have an operational validity of roughly 0.42 for predicting job performance, against 0.21 for unstructured interviews. The structure is doing the work, not the format. Multiple interviewers in a room asking whatever comes to mind is not the same as multiple structured assessments aggregated cleanly.

Where panels actually help

Panels do real work when the thing being assessed benefits from multiple lenses. Whether a candidate can collaborate with a peer group, whether their communication style adapts to different audiences, whether their stated values show up consistently when the questioner shifts from a future manager to a future report. These signals are stronger when more than one observer sees the same behavior in the same hour. A solo interviewer over-indexes on rapport with themselves. A panel, designed well, dilutes that.

Senior roles benefit similarly when the hire will need to land with multiple stakeholders. A VP of Engineering candidate who interviews cleanly with the CTO but visibly struggles to engage the Head of Product is giving you information no individual interviewer would catch in sequence. The panel format compresses what a series of one-on-ones would surface anyway, with less candidate time burned.

Where panels fail

The same room that catches communication signal is bad at catching depth. Deep technical evaluation, detailed case work, hands-on problem solving: these benefit from a single skilled evaluator with the time to go three levels deeper on a single thread. A panel turns that into a polite tour. Each evaluator gets twelve minutes, asks one question, and a candidate who would have been exposed by sustained pressure on a single hard problem instead gives four reasonable surface answers and moves on.

A deeper failure mode is structural. When four people sit in a room, the first person to speak in the debrief shapes what every subsequent person says. If that first speaker outranks the others, the effect compounds. Junior evaluators who scored the candidate a 4 on a scale of 5 quietly revise their narrative when the hiring manager opens with a strong concern. They are not lying. They are doing what humans do in groups, which is to update toward the loudest signal in the room and then back-fill rationale.

What separates a good panel from a bad one

Four design choices do most of the work.

Size. The U.S. Office of Personnel Management's guidance on structured interview panels notes that most run with two to four members. Beyond four, coordination overhead climbs and per-evaluator depth collapses. A panel of seven is a meeting, not an assessment.

Coverage. Each panelist should own a different evaluation area, scoped before the interview. Same questions across candidates within an area, different areas across panelists. A panel where everyone asks generalist behavioral questions is four people doing the same shallow assessment four times.

Independent ratings before discussion. Every evaluator writes a scored evaluation against the criteria, with evidence, before the debrief opens. No verbal exchange of impressions between the interview ending and the scorecards being submitted. This is the single most consequential rule in panel design, and the one most teams skip because it feels formal.

Debrief speaking order. Most junior evaluator speaks first. Hiring manager speaks last. This is the inverse of how it happens by default and the reason most debriefs produce conformity. The senior person who waits until last hears the actual signal in the room, not the signal as filtered through deference to their own preliminary view.

The candidate side of the trade

A four-person panel imposes a real cost on the candidate. Five hours of focused attention on a workday they are trying to keep hidden from their current employer. Gallup finds employees who report an exceptional candidate experience are 2.7 times as likely to say their job is as good as or better than they expected after starting, with the interview process itself as one of three components driving that experience. A panel that wastes an afternoon for a result that was decided in the first ten minutes is a poor signal to send to someone you are trying to convince to take the offer.

Candidates read a room. A panel that visibly defers to the hiring manager, that has clearly not divided up the question territory, that recycles questions a previous round already asked, communicates dysfunction. Senior candidates with options notice.

Where structured screening fits before the panel runs

One reason panels go badly is that the wrong candidates reach them. When the shortlist is built loosely, the panel becomes the first real screen, which is too late and too expensive to use that way. The panel should be deciding between candidates who all clear the bar on the basics, not discovering that two of the four were never qualified for the role.
